The Florida Legislature is working to make homeownership more affordable and predictable for people across the state. The proposals focus on cutting or eliminating non‑school property taxes, giving seniors extra tax breaks, keeping property tax increases in check, making it easier to transfer Save Our Homes benefits, and offering incentives for things like insurance and flood‑mitigation improvements. Another big goal is to encourage Floridians to stay in their homes instead of renting them out, which would help build stronger, more stable communities. Overall, these reforms aim to let homeowners put down deeper roots, invest in their properties, and avoid being pushed out by rising taxes.


It’s important to note that these proposals are still evolving as they move through committee weeks and the legislative session.  Amendments may be added, language can change, and new proposals may be introduced, so the final package may look different by the time bills are voted on or joint resolutions are sent to the ballot. 


Below is a quick breakdown of each proposal. For reference: a joint resolution (like HJR or SJR) is how the Legislature proposes a constitutional amendment — if it clears the Legislature, it goes on the ballot for voters to approve. A bill (HB or SB) is voted on by the Legislature and becomes law when the governor signs it.
 


Elimination or Reduction of Non-School Property Taxes

  • HJR 201: Eliminates all non-school property taxes for homestead owners.
     
  • HJR 203: Phases out non-school taxes over 10 years through large annual exemption increases.
     

Senior Homeowner Relief

  • HJR 205: Exempts homeowners age 65+ from all non-school property taxes.
     
  • SJR 270: Gives seniors with at least 5 years of homestead and under $350k income full non-school tax exemption.
     
  • SJR 274: Freezes assessed value after 20 years of homestead; adds additional 50% exemption after 30 years.
     

Assessment Caps & Limitations

  • HJR 213: Caps homestead assessment growth at 3% over 3 years; non-homestead capped at 15%.
     
  • SJR 278: Limits assessment increases on new homesteads to 150% of prior year’s value for homes under $500k.
     
  • SJR 282: Caps commercial small-business property assessment increases at 3% or CPI.
     

Homestead Exemptions & Portability

  • HJR 207: Adds a new 25% non-school exemption on assessed value.
     
  • HJR 211: Removes the cap on Save Our Homes portability, allowing full benefit transfer.
     
  • HB 215: Allows married couples to combine Save Our Homes benefits; requires supermajority to raise millage rates.
     

Insurance-Linked & Resiliency Incentives

  • HJR 209: Adds $100,000 non-school exemption for homeowners who maintain property insurance.
     
  • SJR 174: Removes flood-mitigation improvements from taxable assessed value.
